Decree 4-25: Alexander Scott Appointed as Director of the UPM Central Bank

The Chairperson of the Union of Progressive Micronations (UPM), Jim S, has issued DECREE 4-25, officially appointing Alexander Scott as the Director of the Union of Progressive Micronations Central Bank (UPMCB).

Alexander Scott also serves as President of the Federal Commonwealth of Cascadia, an active and contributing member state of the UPM that has participated in union activities since its admission on November 1, 2024.

Under Alexander Scott’s directorship, the UPM Central Bank will focus on strengthening and expanding the UPM’s financial systems and economic foundation. The UPMCB will continue the development of internal monetary policies and tools, while also launching programs to distribute UPM Dollars to member states through grants and development loans.

Moreover, the UPM Central Bank will work toward developing an internal card network system, support the creation of an official marketplace to facilitate trade between member states, and design incentive mechanisms to encourage the adoption and circulation of the UPM Dollar across all member states.
